Added timezone setting and NTP client daemon

Added timezone setting and NTP client daemon to keep time in sync, config can be overridden if desired, otherwise the default configuration is used.

Note: This one is going to trunk, which is the branch that will be public.

I believe merging with the GitLab UI will attribute it to your name. If you could just give it an approval, I can merge it in from the command line, using my name so it will be attributed to me. Or if you want to merge it in on the command line, that'd be fine too.
