Added json file for Debian 11 (bullseye)

These changes were done by lepetitedejeuner to create a Debian 11 base image in Proxmox.

The changes should be generic enough so anyone can use them, and they should not include any network-specific code when possible (and when not possible, it should be using common networks such as 192.168.1.0/24).
