Update config.guess

The config.guess file is needed for platform identification. The one in signet-base is outdated by a lot (it's from 2015).

This file is apparently committed to the repo, not generated, as I can see the the LLVM project has one in their repo.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
