Signet documentation

The site should have signet documentation. It should also have signet downloads, but those should not be put into version control, so this ticket is limited in scope to the things that should go into version control. Downloads will be handled by our backup and restore process (borgmatic).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
